OpenAI unveils China’s leading AI policy proposals, protect children: ‘This is a race America can and must win’
OpenAI is releasing a number of artificial intelligence (AI) policy proposals the research organization believes will help the United States maintain its lead over the Chinese Communist Party (CCP).
On Monday, OpenAI unveiled details of its AI “economic blueprint”, which the company hopes will be accepted by the Trump administration and Congress. The blueprint will serve as a “living document” for building and deploying the AI.
Speaking to Fox News Digital, Open AI’s Vice President of Global Affairs, Chris Lehane, said it is “absolutely critical” that the US continues to lead AI innovation and productivity.
“One country, the US, is building democratic AI. It’s free. It’s accessible. The other is going to build authoritarian, autonomous AI. And this is like a zero-sum race,” Lekane said.

Foreign competitors and adversaries have made it clear that AI is an important part of the economic and military empire.
CCP has said it wants to be the dominant player in AI by 2030. Meanwhile, Russian President Vladimir Putin has gone on record, saying that whoever wins the AI race wins the world.
“The US is the best at the moment,” Lekane told Fox News Digital. “That lead is not guaranteed, and we really need to do everything we can to make sure that we maintain that lead. So, a lot of the policies put in place [our economic blueprint] they are designed to do that.”
OpenAI notes that an estimated $175 billion is sitting in global funds—waiting for investment in AI projects.
“If the US does not attract those funds, they will flow to projects supported by China – strengthening the influence of the Chinese Communist Party around the world,” the economic plan said.
They also believe that laws and regulations for the development and use of AI should be based on the democratic values that the United States has always maintained.
“We believe in America because America believes in innovation,” OpenAI said.

To ensure competition and safety, OpenAI says the US government should empower AI by using “general rules” to protect people from “real harm.”
“For us, this means that in the same way that the federal government helped pave the way for the nascent auto industry to grow, including predicting intersections with state laws, it should pave the way for the AI industry. The development of border models to better ensure that they improve the economic and national security of the US,” says OpenAI.
The company notes that “frontier models” refer to high-level language models that can be sent responsibly to US allies and partners, allowing them to establish their own AI ecosystem and spread the potential benefits.

OpenAI also calls on the government to “establish alternative mechanisms for increasing compliance with national and international regulations that threaten to impede American competition.”
