For old vehicles registered before April 1, 2019, the Maharashtra Transport Commissioner’s Office has set a deadline of March 31, 2025, for affixing HSRPs and appointed three agencies, after a lengthy tendering process, to carry out the work.
Authorities issued Standard Operating Procedures (SOPs) for the new registration plates a day before the new Maharashtra government was sworn in in December.
To prevent vehicle theft and to bring uniformity in vehicle identification, inclusion of these number plates was made mandatory for vehicles registered in Maharashtra before April 2019, and the onus was on the manufacturers to install them.
Made of a rare aluminum alloy, the HSRP consists of a retro-reflective film with the confirmation text ‘India,’ a chromium-based Ashok Chakra hologram, a hot-stamped letter IND in blue, and a laser marking of the digits 10 of the unique serial. number, making it tamper-proof.
According to the SOP, the vehicle owner is responsible for getting the HSRP and the third registration sticker installed by March 31, 2025.
Enforcement authorities (District Transport Offices and police) are authorized to take legal action and levy fines for non-compliance under Section 177 of the Motor Vehicles Act, 1988, after the March 2025 deadline expires.
The Transport Commissioner’s office has appointed three agencies to undertake the work of installing new registration plates at three locations across Maharashtra.
The Maharashtra government in August 2023 invited tenders for the installation of HSRPs in over two million vehicles registered before April 1, 2019.
According to HSRP tender documents, around 2.10 million vehicles, including 1.62 crore two-wheelers and 33 lakh four-wheelers, were registered in Maharashtra between 2008 and 2019.
Each agency should set up HSRP recording and installation centers at different locations based on vehicle numbers. They will also make software or applications for appointments, payments, and handling complaints.
Vehicle owners will have to book an appointment for HSRP installation at least two days in advance, and the agencies need to have the HSRP plates ready by then, the SOP said.
